Wipers won't go all the way down

The wipers on my wife's Grand Prix won't go all the way down. They work fine otherwise. Does anyone know how I would fix this issue? The picture below shows how the wipers sit when turned off.

I picked up the GS-R yesterday for $2,000. The interior is in great shape considering the age. The wheel wells have the typical Honda/Acura rust and the clear coat is peeling on the the hood, roof and trunk. I'm going to Klasse it when the weather gets better and see what that does. I live in North Dakota (we do get a fair amount of snow!!) and the Vibe handles great in snow. I did replace the original Conti tires with Yokohama AVID TRZs though. I'd highly recommend those tires.

My dash is loose and moves back and forth also and the squeeking sound is driving me nuts. I'm taking it to the dealer tomorrow to have them try to fix it. The noise wasn't there this past winter but now that it's starting to warm up, it's very noticable.

Would the warranty cover a rear alignment? My Pontiac dealer's service center wasn't open today so I stopped by the Toyota dealer to see if they could do it. The service advisor I talked with thought that the warranty might cover it. He said they could do it but advised going to the Pontiac dealer.

Thanks for the info about the TSB. My tires have 26,400 miles on them and have feathered horribly. The rest of the tread is fine. I bought my 2004 Certified Vibe used with 19,122 miles on it so I know they were rotated by the dealer at that time. Hopefully I be able to get them replaced.

I wasn't even interested in the Vibe until I found out it was a Toyota. I'd seen them around but didn't give them a second look. I bought mine because of the Toyota reliability and Pontiac depreciation.
