alright so i have searched and i still couldn't find anything on this subject. what i want to do is tune an 05 PCM to adjust the air-fuel ratio, i would like to make it run a little more lean... i know some would advise against this but as my car right now is running a little rich i don't think it will hurt it. and stock these cars run a little rich anyways. What will i need to retune my ECU to the Specs that i want, i would like to do it so that i can actually adjust the air/fuel on my laptop and have it send it to the ECU ?

As far as I know, you can't reprogram the toyota ECU. You can get one of several available piggyback modules though such as the Camcon, E-Manage, Unichip, etc.Bluecrush posted an extensive amount of info about them a while ago.http://forums.genvibe.com/zerothread?id=20250
With your add-ons, you're probably not running rich at WOT and at part throttle they run lean anyway.
Vibe GT, TRD springs, Progress bar, STB, Unichip, Borbet E 16x7.5, 225/50 Bridgestone RE750, beefed up grounds and battery bypass capacitors(had em laying around)
Check the inside of your exhaust tip - is it black or sooty? One of my '05 Vibes has 13K miles and the inside of the exhaust tip looks almost sterile, it is so clean. These puppies run very lean, after all they pass '07 CARB emissions.
the inside of my exhaust tip is very black. and i cleaned it right before coming up to nebraska, and i've only driven about 500 miles since then, and what about a Power Force Commander?? does anyone have one of these??

the pfc works great. but theres not a vibe/matrix specific harness so youll need a custom one.also you lose obd2 capabilities so no emissions testing.
