Can 2009 Luggage Carrier be adjusted?

The 2009 Pontiac Vibe Owners Manual (page 3-2) does not mention that the Luggage Carrier can be adjusted. I also cannot see any YouTube videos on the topic. So, I assume that it cannot be adjusted. Am I missing something?

(removed). you are correct ................. and WELCOME to GenVibe Very few 09-10 Vibes came with luggage racks. I'd guess one out of every 50 that rolled down the assembly line? Rarely see any around my tri-state area (Ohio/Mich/Ind) . It's definitely a FIXED positioning of the racks and never can be moved.
