Horn won't honk

The horn on my '03 Base Vibe won't honk.

I tested the horn via direct conect to battery and it works.
Checked the fuse and relay, and both are good.

I need some guidance on ho it is wired at the steering wheel and where to look next.

It looks like a green with yellow striped wire at the steering column base would be taking the horn relay coil voltage to ground when the horn switch is pressed at the steering wheel, which would pull in the relay for the horn.
