Chipping Paint

The Paint on my vibe is chipping all over the place. The first time it happened I got the touch up paint from the dealer, and was ok with it. But over the past 4 months I have noticed more and more spots chipping and some even rusting! I took it to the dealer and they said that it's normal for a snow brush to chip the paint, and if I pay the fee of 1500 bucks I can have it sanded and repainted. Does anyone else have this problem?

If Im not mistaken you should have rustproof protection up to 100,000 miles
