Cold start and EVAP issues with 2003 base vibe

Car is a base automatic and has served us well until just now, 186000 miles and tranny is flushed every 30k, new OEM plugs 10k ago, new OEM air filter and pcv valve within the last 5k, never any drivability problems and runs on mobil1 5w20Yesterday I got a CEL for P0441 indicating an incorrect evap flow, could be the purge valve in the engine bay, vac line between it and the VSV/charcoal canister etc... I reset it and it hasn't returned yetbut, when starting it today cold it cranked strong for 10-15 before starting, then chugged for a few seconds when it did... indicating it was getting a lot of fuel but no spark, anyone had any cold start problems?once running all is well
