Is it the blower motor itself not working at certain positions on the dial? If so, that's probably the blower motor resistor. When they die, they'll fail open to the highest blower setting. If it's the actual A/C compressor shutting off, that's something different...

Probably a low charge. There is usually a low pressure cutout switch which disables the compressor. If there is a slow leak, it will eventually stop completely.
If it is anything like the problem that faced the 03-04 Matrix, it is a relay. When the relay that controlled the AC Clutch got warm, it would overheat and shut down and then start up causiong the compressor to shut down and start up.
in your case bull it would be the blower resister..atleast i believe it is..had something like that happen in my sunfire..the 2 lower speeds didnt work but u can hear the blower but nothing comes out..dont know where they are in the vibe but they're easy to do in a sunfire
