Strobe lights

My buddy gave me a headlight strobe kit. I was wondering, are they legal to have as long as your car is not in motion? I now that you can have whatever color lights you want as long as your parked, but is it the same for strobe lights ?

I seriously doubt it. My friend has those installed on his car for getting attention at shows. But they're truly bright as @!#$. Even brighter than the high beams. You can see 'em from a mile away, and it's almost impossible to look directly at them at night. I'm sure cops would be upset if you turned 'em on in a parking lot or something and would be furious if you were on the road. lol edit: I suppose some strobe kits are much more intense than others.
