PCM Issues?

I read about some people getting their PCM replaced for the starting issue. I don't really have this, occasionally it turns over a few times before starting. Is there anything else that this PCM improves? After all, it is the Powertrain Control Module. Did it improve shifting issues or anything? Don't they just reflash the ECU for this? I'm kind of confused.
