best place is to ask at the local police station. otherwise i think underbody neons are only for show meaning illegal when on and driving. turn signals usually have to be seen from the side and front. strobes not sure but i think they are prolly illegal when driving.
GA - NO BLUE LIGHTS. Not even neon or indirect lighting. Might get away with it on the inside as long as it can't be seen on the outside.Strobes - Don't know the law, but i'm pretty sure they get angry at you if they see them on. At least ANYwhere near road. If they can only be on while parked, might be different.You should be able to find the laws, go to your county website and search.

Yeah, new law passed last year that excluded any blue lights on non-emergency vehicles. Used to be blue was okay if it didn't flash.

under federal Dot law red or blue lights in the front and blue lights on the back.Is Illegal.Front has to be yellow and the back can be red or yellow for turn signals.Blue and purple dots are also considered Illegal.
Stropes are illegal while the car is driving and even on the shoulder, must be in a lot. Red and Blue are illegal but they are not worried about this as much, I ran red hyber bright LED's under my car passing Missouri Hiway patrol every morning going to work. Just don't give them a reason to pull you over and strobing while driving will do it fast. When I turned 20 3 weeks before my vibe was totalled we went celebrating and cruising at 2am with our under car kits strobing up the interstate and got a hefty ticket.
