I've got really mixed feelings about that. If he thinks, and RCR thinks, they can field a team that's beyond the low-quality teams RCR's been fielding lately that can do the 3 justice, fine. If he just rides around, then nix it, because a ceremonial parade in the 3 will not provide closure. It'll just remind people, in an unpleasant way, of what they lost (because Junior's nowhere near the driver Dale was).
