Tech Question: Difference between DVD+R and DVD-R

I don't get it. Could someone give me a simple explanation on the difference between the two formats DVD+ and DVD-Arigato

I believe the actual difference is in the algorythm that is used to compress data into 1's and 0's. Also + and - RW use different dyes, which is why they can't be read on 100% of DVD-ROMs and DVD players.
