hub sleeves?

I had the wheels on my brand new Vibe upgraded at the dealership. Over the weekend I noticed some vibration at specific speeds and thought the wheels were just not balanced (properly). Brought it in today and i found out that the hub diameter is smaller than the hole in the rim and that they need to install a sleeve. Is this common or should i ask that they put new rims on which have the proper hole size for my hub?
I have signatures turned off so I'm not even sure what mine says in this space!

Thanks for the clarification/link.It's already cleared up as far as me not paying for them. Aside from this minor set-back i'm quite happy (so far) with the way this dealership has handled everything....it appears as though these rings are common...being plastic, will they need replacing down the road?

yeah they are common and cheap.they should last a while but check them out everytime you rotate tires to be safe.
