2004 Vibe GT CAI questions

Hey there all. So I got one nice day out of the past few weeks and decided to clean up the ride and I was looking under the hood and found what looks like an air pump in the area where the CAi intake would go. Has anyone else seen this on there prior 2004 models. It looks like it will hold up the CAi going in there at all. I want to get one but I think that this is going to hold me up a bit. Oh soory it is under the original air box tubing area down in the fender by where the CAI filter would be placed. thanks
