I got GoodYear Ultra-grip Ice in 195/65R15 with 4 steelies for 650$, all included. A good winter tire will be at arounf 100$ each. But all depend what you need. For sure, going with 15" rims will be the cheapest way to go, with any rubber. Ok you'll have to pay the steel wheel the first year (I got them for 40$ each) but you'll save on the tire (20-30$ each) plus you will not have to put an remove them from the stock wheels twice a year, and save 80$ balancing per year.

My Good Year are ok. They are not the best I've had (Blizzak were little better) but Ultra-Grip will wear less faster.I bought them at Pneu Chartrand, on the South Shore. May be I could get better deal somewhere else but I haven't had the time to check (I bought them end of November, at the 1st real snow storm). So I went to the 1st tire store open and pick them up...
If you want to drive to Ottawa, I got 4-1956515 Dunlop Graspic DS-1 on rims, balanced with hub caps for $700.00 at Deals 4 Wheels. I have not tried them yet but they have a great tread pattern and are supposed to be excellent in snow and on ice.
