lug nut installation question=-

2006 base vibe with 16 inch alloys. I got some new lug nuts several weeks ago from Amazon. this question sounds silly , but here it is= Do I simply remove one lug nut at a time and with no torque wrench available just tighten it to what feels tight enough ? go all around the wheel doing it one at a time?

Usually "German torque" is all you need--Gutentight. Like if you're changing a flat on the roadside. But when I'm rotating tires at home, I do use my torque wrench.

It sounds like you probably don't do your own tire rotation, so why not bring the new nuts to your tire shop and have them install them next time you're due?

or just buy a cheap Harbor Freight 1/2" torque wrench (and 1/2" sockets) and do it as you described.
