Body Fasteners or Drain Holes ???

Hello All

I own a 2009 Pontiac Vibe 1.8L. Below the wiper arms is this plastic deck that runs along the lower windshield. As I highlighted in the red circles there are 3 holes. I believe there used to be some type of body fasteners in these holes ?? I went to the dealership the other week for these parts and the dude is tell me that these are drain holes. I don't believe he is correct. If these are supposed to have body fasteners then what is the part number or where can I purchase ?
