You just need to test the parts instead of blindly replace things. First, find out why it's not starting.
1) Does it crank?
2) Does it have spark?
3) Does it have fuel pressure?
4) Does it have injector pulse?
5) Does it have compression?

It sounds like something is cutting out if it runs on starting fluid. P0171 can appear if you have a weak fuel pump. Are you sure it was installed correctly?

3) Does it have fuel pressure?
[snip]
3) yes
Seems to me it doesn't.
I'd take a DVM and needle probes and check voltage to the pump at the connector near the tank.
