If the fire was at the mirror I would check to see if the wires are okay and there is no electrical shorts within the door.
When they say that there is no servivable parts in the relay... means that you must replace it (unplug it from a socket. ...It says in my BIG service manual of the 2009 Vibe.....Horn always on....Remove the horn relay.
IF you have the manual....Pages 4-46....is the diagnostic for the horn.
I haven't really looked at the fuse box so I don't really know which one it is....Horn relay PCB.
