unused connection

Hi,
Got my 2009 Vibe GT in June of this year. Looking to make some mods now that I have the time. I removed the console looking for the extra cigarette power adapter connection that others have posted about finding. Did not find it under the arm rest as others did.
I did find an unused plug/connector in between the 115 volt and existing cigarette adapter that is below the automatic shifter. The wires going into it are 1 green and 1 white.
My question: can I use this to create an additional lighter power adapter or usb charger?

The second power supply in the console was only on older Vibes (2003-2008).
