Windshield wiper mist doesn't always work

My mist usually doesn't work in the front. It works in the back just fine. There's fluid in thee. Sometimes it won't come out. Sometimes if I restart the car it works fine, but not always. Thanks for any ideas on what I can look at (and describe where, as I don't know anything about cars).

There are 2 washer fluid pumps attached to the tank. One for the front and another for the rear. The front one is either clogged or on it's way out.

They're reasonable, $20-$30 each.

Is it easy to replace? I don't know where the pumps are. Thank you!
