Do I have to have it removed? I'm fixing what will be rental property and need to know before I put in new carpet.

"have to" can depend on a lot of things

Thank you. The neighbor who put it up couldn't remember if it was or wasn't asbestos, but said it probably was judging by the era he did it, so I ordered it removed.
