Glad to hear he's looking into getting new headlights. The ones that are on there now ruin the entire look of the Vibe.
Using a restoration kit isn't going to get everything though. the problem with the restoration kits are that when you use it, you are peeling off the initial protectant that the lens comes with to protect the burn marks on the lens. Although, not saying it doesn't work great as I use it myself on my 2006 with 126k miles, but, the best thing to do is get a protectant film that you can order online to overlay the headlights with it.
