Even easier, open the folder where the file is located.Go to Tools>Folder OptionsOn the View tab, uncheck the checkbox that says "hide extensions for known file types"You will see the file you want to change appear as: Yourfile.bmp or Yourfile.jpg.Rename this file to yourfile.icoNow you have an icon.

In the past, I've used a command-line program png2ico that would take png image files and convert them to the Windows ico files... I can't remember where I got it from, probably just do a google if you're interested. Only thing, you do have to get your images into png format before conversion, but you should be able to do that with many image editors... I use the GIMP for that kind of stuff.
