First off, welcome (although it looks like you've been here a bit, I missed your first few posts). Good to see a Wyoming member signed up at last! Second, this seems to be a problem for a lot of people. I had great difficulty with mine as well, but it did go in. The good news, your part numbers are correct, at least assuming I have the right one under my hood. It just takes some wiggling to get it in. I wound up putting the filter-end through first and shoving it down the hole all the way to the first bend. Then, pulled it back out while laying it into position. From there it was twisting the tube around and bending at the vibramount to get it in the mounting foot. Once that was settled, it too a bit of force to bring the end over to the throttlebody. One tip. Put the silicone tube on the throttlebody neck first. Not the intake. It makes it much easier. Or, you can always try member Dmitri's trick. He drilled a new hole for the vibra-mount. I guess either one works. Here's another thread on the issue.
