shift problem

I've got an 05' automatic, 55k mi, with a fresh PCM via a recall, installed a couple months back.My problem seems to be on the downshifting when I decelerate. It seems to bog at times before it finally shifts. I was passing through a bumpy intersection so I slowed without braking, and it seemed like it wanted to stall, rather than downshift.CEL is not on. Today I did a drain on the fluid, no change.Could it be the PCM they installed is bad?

just to let anyone know that may have read this, it was a bad PCM/ECU. They installed a new one a few months ago to satisfy the recall, and it must have been defective, which caused the harsh downshifts. another replacement PCM (no charge thank god),and problem solved!
