Is your car lowered? What size wheels/tires are you running? Maybe a dumb question, but are you sure that the rubbing isn't cause by a fastener on the wheel well lining breaking (thereby allowing the liner to sag down onto the tire)?

I have stock wheels and stock size tires. The wholes are in front of the tires. A rubbing sound occured this past weekend while driving on US 1 in the Florida keys on a particulare bumpy section. I have noticed it before then occasionally on an interstate hitting a bridge at highway speeds. I was wondering if I need to get the struts replaced. Other than the sound and the occassional rubbing, the ride is very smooth.
I doubt it is your suspension. I had a similar issue with mine and the wheel well had come unsecured partially. Needed 2 more plastic rivets and for it to be clicked back into place. Looked fine just glancing at it so it was hard to tell. A solid gust of wind at speed would jar it enough to scrub the tire for a sec periodically.

I had the same thing on my drivers side. One clip was missing inside the wheel well and when on the highway the wind would push it enough to rub the tire but when you stop and checked, everything looked fine except the hole.
I will check the clips on the wheel wells. Sounds logical, but it happens when I hit a bump in the road. I am going to look into new struts, after tires though. Oh and brakes.
