adjust rear drum brakes

I replaced my drums and pads and want to know if anyone knows how to adjust the brakes. the book uses a special tool with the drum off. With the wheel on can you move the star wheel so many clicks until there is some drag?

I'm no expert but what i did was with the wheel on i would spin the tire while under the car and tighten the brakes by using a screwdriver and turn the clickin wheel until i could spin the tire with one hand and it would do one full revolution. There is a oval rubber gromet on the back side of the drum , you take that off to access the adjuster wheel

what he said is the way with or without the tire on.
