Blower Motor Wiring

My wife's car has no heat. As I under stand it, there is the motor, the 4 position switch and a resistor. I have read the other posts. At first it would work on high speed only and erratically. Now nothing. I do hear a clicking behind the dash when the switch is turned to any speed but off indicating there is some sort of relay. None of the other post mention this. Also at the resistor, I have only 7 volts on 2 of the speeds. I would normally assume it was the switch if not for the clicking of some sort of relay. In addition why no high speed then. Please help

Forgot to add its a 2004 Vibe.

I would replace the resistor first, its cheap and sounds like it was the initial issue. During the replacement check to see if the harness was melted or a wire burned out.
