any ideas for cheap extra horsepower

i have a 04 vibe with a 1.8 and i am looking at trying to get a little extra passing power and some getting onto the highway acceleration. Anybody have ideas that dont cost thousands of dollars? would a power chip help out here or no? or would intake and exuhast work be enough to make it be a bit more snappy? any ideas are much apreciated that dont kill my gas milage
