New Hood

Hey, I'm buying a hood off of someone in the next few weeks. It's a custom vader style hood, designed to look like the JSP ones. The previous owner stripped and sanded the paint off due to a rust spot and then lost interest. I just had a few questions:1. This rust spot; how can I fix it, is it hard, and what products will I need to use to ensure that I either remove the rust, or prevent it from further rusting.2. Once the rust proofing and everything is fixed, I assume I will need to sand it smooth? Do I assume correctly? If yes, then is it hard to do for someone who hasn't really done this sort of thing before?3. For anyone who would know, or has has their hood painted before, how much does it cost to get it painted? (Just to look like the rest of the car, nothing fancy)ANY help would be much appreciated! Thanks!

My hood was damaged by road debris. I got it repaired and painted for $250.00. Most places wanted three or four hundred. I would let the body shop take care of the rust.
