So... they added a '1' to the front (making a 7-character tag number) and started over again. Don't know about anywhere else, but new law in Az says you keep your license plate with you when sell/buy your car. No New Issued licesnce plates unless your buying your first car i guess. *shrugs*

But in California, I think the plate stays with the car so you will have a growing demand for new plates as the car population grows. They don't go back and reassign numbers from scrapped autos.
