My neighbor just got a new Corolla. He did''t realize that it did not have cruise control. Is the Corolla like the Matrix/Vibe where all you have to do is add is the inside hardware?

I believe that the process is very similar to that of the Matrix/Vibe. It would be about $40 max for him to find out....

Assuming that he is not open to do these kinds of things himself, should he go to the dealer, or to an independent shop to get the cruise installed.

Well, the dealer has probably installed more of them, but it's literally about 20 mins worth of work. I don' think it will matter independent shop or dealer.
