Unfortunately that isn't something the factory installs...it's something the dealer is supposed to install before they deliver it to you. It's in a little plastic bag somewhere in the car that often gets overlooked and thrown away when the car is being prepped. Mine didn't have one either and it's a mid-year production '03...a lovely nice member on here sent me one though. The dealer should be able to order it, I think they're about $2.
And if you don't have it - so what?I suspect that i don't have those underneath plugs either.All part of the fine GM Customer Service - which is probably no worse than FORD, CHRYSLER or even . . . TOYOTA! I hear they DO get paid by GM for "dealer prep". There is plenty of incompetency to go around.

the little thingy that is put in the hole next to the shifter??? mine came with it if thats what your talking about and its an 03' i go (removed) when they first came out
I did find THOSE, packaged plastic rubber plugs tagger-tailed to the floor mat. I couldn't figure out what those were for either, and why it was tagger-tailed to the floor mat.
they sound like (since there is no pic) the body plugs the dealer was suppose to put in underneath the car. the plugs cover the tie down holes from shipping
