RPMs Drop Out

Is this normal? When driving in the city, if I let my foot off the gas, the RPMs will go all the way down to 1100 or 1200 and then bounce back up to 1600-1800. I have made sure it's not my foot by completely taking it off the accelerator and putting it on the floor and it still does it.

Mine has always done the same thing. Doesn't bother me and hasn't caused any problems. I'm at 23,500 miles, btw.
