spots on polished rims

well I have noticed I got what looks like water spots a few places on my summer tires they are polished alluminum rims.. so I got some polish for them thinking it would do the trick. but it is not... didn't do anything to them whatso ever. didn't even shine up the good patrs of the rim.any idea what to do or what it is?I will be going to ask the place where I got them but it may not be for a few weeks just due working so much?

if they are the 16" OEM Vibe rims....the outside face is painted. As for the rest of the Vibe alloy rims.....They are not. No matter what the dealer tells you. That area should take to a polish.

they are aftermarket rims (Eagle Alloys) is the company name, but I took them to the place I bought them, they gave me a polish, it worked a bit but didn't take all the stuff off.
