I would need to know more about the error.But, that file is a part of Windows. The error, however may be related to Spyware or a virus. It's not a file you would want to remove at any rate.

if you have the disk for windows you could try booting off the disk and running the recovery option, which will replace the main windows files. running that shouldnt erase any files but dont quote me on that
if its on start up or maybe shut down that that error pops up. It could be a spyware app or something wanting to load but its missing that. if its a blue screen or a dos like windows on boot up then its most likely windows. more info would be needed
