If you are willing, try looking up other documents from NHTSA to get other Quality Managers (Product Managers) from GM and maybe a phone call to them can lead you in the right direction to finding the appropriate Vibe personnel.

I think I've been very courteous and respectful of their feelings, despite their (IMHO) incompetency. I always say "Please" and "Thank you", but I've also been firm when I know they are trying to pull a fast one on me.I just don't want them to think that they can treat me like an idiot because I'm capable of bearing children.

It's amazing what a little person will do when they feel backed into a corner.Anyway, back on the topic -- I've had great success reporting my complaint with Transport Canada. I wouldn't make this my first step, but as a last resort, they sure seem to have gotten some action, in my case.
