My theory on tickets is this one: for the most part it is a voluntary tax.The assumption is that by giving ticket, you inforce the driving code, let look at it.I drive 20 to 25000 km per year, I see a lot of stupid drivers behaviour, and for the most part, no police around, since they go (and the municipalities) for the easy thing (sloppy stop & thing like that) never the big thing (life treatening).If you read the driving code, at a stop sign you should do a complete stop, then watch over for a certain length of time, then continue. Obviously no-one fully do it like that (the wheel is always in motion somewhat, if not, you will be beaten up by the guy following you in a road rage incident).Therefore it is a judgment value on the part of the police (at what point do I nail this driver, since they are all at fault).Where I live (Boisbriand) they have that stupid (4 lanes wide, not residential, not close to a school, nothing) portion of road with a 30 km speed limit with stop sign closed by. It is a money making machine for the city, they catch lot of people.When do you see police issuing ticket for parking in front of a "depanneur" (convinience store), never, but if there is a hold-up in that store, your parked car will became dangerous (people need to escape in a hurry, the reason for the regulation).When do you see a police giving ticket for changing three lanes at once, no they prefer give you a ticket for speeding (again, they go for the easy thing, thing you can mesuare, thing you cannot arguee about; stop sign).Anyway you got my point, what the police do, has nothing to do with inforcing the driving code (making sure it is understood, past the driving lesson), no they go for the easy thing, that bring money for the city, therefore it is a disguise tax.
