OEM equipment under the rear floor

i got my vibe used, and there is a tire strap and a bag of hardware to fit into the railings on the plastic floor when it's foled down. What are these items for? I'm a bit nuts, and I don't want to open up the bags to read the paper inside of them. Anyone already open them up or used these items, please let me know what they're for.

They're just tie-down points for securing items in the cargo area. They go in the tracks to give flexibility on placement, and can be removed when not being used.The tire strap is there in case you get a flat and use the spare, you can tie down the flat in to the cargo floor.

Isn't it cool when you find new stuff in a used car? Those tie-down anchors haven't even been taken out of the bags yet!

i found the cargo cover 3 weeks after having bought mine. And my vibe was new. I had gone to a few dealers looking for the cover to buy, then one day.. there it was.
