I have seen this many times from far away, and have been lloking for it for a while to get an up-close pic of it, but just found it again today. I guess it's just a neon antenna tube drilled into the bumper of a Matrix that is for sell on base. It looks real sharp from far awa, but since I am not even supposed to be taking pics on base, I had to get one up close real quick. I also noticed the little marker lights that were installed on the hood. Probably would look cool at night. Glare kind of makes it hard to see, though.

I assume it gets wet and then gets dry again while your flying 95 down the freeway! Nah, jk, they're made to be external antennas like that, so they have to be sealed just like an underbody neon kit.

I don't get the point of installing these. I guess the lighting coming from your headlamps would look cooler, but in the daylight, they'd be an eyesore to me..
Okaaay......That looks really dumb. Surely others would agree? A neon antenna on your front bumper? Looks like it should have some of those curb-feelin' "whiskers" mounted down around the wheels to match... and maybe some nice foam-taped twin exhaust tips mounted on the rear bumper. And $15 APC flame-motif seat covers. And...You get the point.
