Need wheel Balancing Help!!!

I just got new tires and I work at a service dept. and they mounted and balanced my tires for me but are having a problem getting them balanced. At 60 I was getting a steering wheel vibration and felt vibration in the floorboard also. SO they tried it again, its a little better but still has a vibration in the steering wheel. They are stumped, can anyone help? What are we missing or doing wrong here?

The best test is to move the front tires to the back and drive up and beyond 60. Also, check the mating surface to see if rust or any foreign material is between the rims and wheel stud surface. Theses are new tires and possibly a bad batch...rejectsGood luck

My 2003 Vibe Base Auto 2-tone Salsa "SalsaWagon" was built in May 2002. I acquired it in Feb 2004/Traded it in on a 2016 Honda HR-V in Feb 2018.

on car balancing worked but in the long run was the wrong thing to do. My wheels require hub sleeves (which were installed) but one of the sleeves was not manufactured properly and had a bit of an 'egg shape' to it. As a result, that wheel was not mounted centred and so when the on car balancing was done, the techs just kept mounting more and more weights to balance the off centre! As a result there was a TON of weights on one section of the rim. The guy at the GM dealership saw this and knew something was strange. He had them check the sleeves and sure enough, one was off. Ordered a new set and now it's great!
I have signatures turned off so I'm not even sure what mine says in this space!

Went and got them road force balanced,they tried balancing them two different ways I guess? They said my tires checked out fine, tires are not bad. And now my car pulls to the left, these people seem to be stumped by all this. How do I know if my car has these "hub sleeves" . I just have the regular steel wheels (Toyota stamped inside them) 16 in. I am really getting so tired of messing with all this, I just want my car fixed so I can be done with it, I wish someone could give me some answers. I just had my car aligned BEFORE I got the new tires,to make sure is was in specs and it was. And so it was great. And now the steering wheel is slightly off center and pulls to the left. HELP!!!

I don't have a pic of my car yet, but here is a pic of another vibe with the same wheels I have on mine. Does anyone else with these wheels also having any similar problems with balancing, etc?
