Has the stock conti's on it right now (base 03 vibe auto), they are AWFUL in the snow (32psi cold all 4 corners)anyone recommend an all season that's MUCH better in the snow yet still a good bang for the buck price?

I'm running Green Diamond Icelanders.I haven't had the chance to test their snow handling yet, but their wet road handling is amazing.Believe it or not, they are an all-season tire. They are a bit loud, like a snow tire would be, but honestly, I'm considering keeping them on as an all-season tire when my Kumhos finally wear out...

As far as comparing various all-seasons, mail order stores like http://www.tirerack.com have great rating comparisons of all the tires they sell. For example, the Goodyear Tripletreads we just put on my wife's Buick were rated 9.0 out of ten for snow traction, whereas the original GY Conquests got a 5.5. The former have always been poor in snow, so I'm looking forward to the first heavy snowfall to compare. As per the ratings, the TTs are a bunch quieter and better riding...
I just purchased some BF Goodrich Traction T/A H's 205-55R16 @ $114 each at Discount Tire for my Vibe. So far the tires are a huge improvement from the Contis that came stock. I ran into a little snow the past few days and these tires have been great. I would reccomend them to anyone. I am using a Multi-Mile Touring edition tire right now. They are made by Kelly Tires. I really think if I tried I could climb up a wall with the tread and they are GREAT in the snow. I think I payed about $80/tire at the local shop. States Tire in McKeesport for all Pittsburghers, I will not get my tires from anywhere else.
