typhoon supercharger???

OK, so cruising thru ebay tonight and i see this: typhoon supercharger stage I kit is it just me, or does it look like a leaf blower?

What actually makes a supercharger stage 1? is there some kind of standard, or can somebody just say they have a stage 1 supercharger because they have a bilge blower attatched to their air intake?

It might be either one of those. It said it only adds 10-15 HP to the crank. And the winning bidder got it for $140. Sounds like a real quality piece of equipment we got here. If it sounds too good to be true than it probably is.
