I see in the press releases that the current Toyota recall mentions the steering column as well. Corolla, RAV4, Highlander, and Tacoma, were recalled for issues with steering column stability...... Are you of the understanding that our infamous steering column rattle will be covered by this recall ...

In the 2009 Vibe it isn't even called a lighter, it is described as the accessory power outlet. Your worse case would be blowing the fuse.
