I am an adult older than you as a matter of fact and the peer pressure cop out is bull. no one held a gun to his head saying "your a star they all do it" he has a mind of his own, and he made up that mind. you say co-workers, do his co-workers get high? how about his swimming buddies and fellow olympians they get high or ask him to? please don't find blame in anyone but phelps.and the pressure of WHO HE IS isn't peer pressure. thats called stardompeer pressure:  –noun social pressure by members of one's peer group to take a certain action, adopt certain values, or otherwise conform in order to be accepted. he doesn't need to be accepted.
