if you ask any professional graphic designer they will tell you illustrator or freehand and quark for layout. true photoshop is good at web/photo stuff but if you want resolution which is what is needed for a t-shirt then you need vector not pixels photoshop is working on making vectors a part of it...

the best program for a t-shirt deisgn with limited colors is adobe illustrator or macromedia freehand it also could be done in flash. Photoshop is made to edit photos not design.
