I'm not positive as I don't have a Windows 98 machine available to me but you may want to check your Desktop properties (right click desktop, choose Properties). Look for the Active Desktop area (if there) - it will allow you to use an actual website as the wallpaper of your desktop.You may also want to check out this Microsoft Knowledge Base article or this to help.
