Bypass Immobilizer? Used ECU in non-immob car

Can an Immobilizer ECU go in a non-immobilizer car? Is there a Techstream program setting to disable immobilizer?
2007 vibe 1.8l fwd auto - I fried my ecu and purchased one from FlagShipOne. It worked but had the transmission solenoid code from the TSB recall. The company let me RMA it. The replacement they sent acts like it has an immobilizer, but is not finding the key. I start it, it fires for half a second, then shuts down, recognizing it cant run without the key.
It throws a p2799 code
I am waiting until monday for the company to tell me what they expect, like sending it back AGAIN (I dont want to be without my car for another 3 weeks) but I wonder, can I just get into the programming and turn the immobilizer off?
I have a few cracked/patched/VM versions of techstream on a laptop, but none want to work with my Vlinker MC+ Bluetooth OBD2 device, they all want a USB cable. I can get it in a couple of days, but unsure if I should hold off sending the ECU back to try it.
Is there a reset that doesnt need techstream? (I have already done the 30 minute wait with the jumper 3 times)
