Intermittent, Crank no start when fuel is full

When filled up fuel in full, car cranks and does not start, after waiting for 5 mins car starts back again, but its running rough.
So what I do is refuel till half line, car normally starts. does anyone know what would cause this?

My 2003 GT (2ZZ) tries to start and dies after a fill-up. I just give it a bit of gas by lightly pumping the pedal as I start it and it fires right up and runs fine.
Other than when I fill it up, I never have to touch the gas pedal to start it. My other 2003 GT or my 2005 base never had this issue.

It may be a combination of an evap system input fighting a plugged exhaust. Just a guess, I've never seen it or heard of it. If you deal with the CAT, it might get fixed.
